SMS Sender ID Registry Portal
The SMS Sender ID Registry ("SSIR") was set up in March 2022 to enable organisations to protect their customers from receiving fraudulent SMS messages that spoofed the organisations' SMS Sender IDs. The registry is operated by the Singapore Network Information Centre ("SGNIC"), a wholly-owned subsidiary of the Infocomm Media Development Authority ("IMDA").
In October 2022, IMDA finalised the decision on the proposal for the Full SMS Sender ID Registry Regime (the "Full SSIR Regime"). The decision has been published on IMDA's website.
Under the Full SSIR Regime, from 31 January 2023 onwards, all organisations intending to use alpha/numeric/alphanumeric Sender IDs in their SMS messages to Singapore mobile users must first register the Sender IDs via the SSIR portal. All non-registered Sender IDs will be marked as "Likely-SCAM".
You may register your SMS Sender ID(s) via the SSIR portal on a first-come-first-served basis following the Rules of Registration.
You will need to create an account in the SSIR portal before you can register your Sender ID(s).
To create an account, please ensure that you have the following information ready:
- Organisation details: Organisation’s registered name, registered address and Unique Entity Number ("UEN") based on Accounting and Corporate Regulatory Authority ("ACRA") record.
- Admin User details: Full name, contact number, and email address of the designated Admin User who will manage your organisation’s SSIR account. The Admin User will be able to create other User accounts for your organisation.
- Participating Aggregator ("PA"): Name of SMS aggregator(s) that your organisation works with to deliver your SMS messages. Please ensure that the SMS aggregators you work with are licensed by IMDA. The list of PAs can be found here.
- Organisation’s Corppass: For verification purposes.
- List of Sender ID(s): The Sender ID(s) you intend to register for your organisation.
Please ensure that you read the following, as agreement with both documents is a prerequisite to registration. Organisations will be deemed to have agreed with both documents when they register for an SSIR account:
You will need to read and accept the SSIR User Agreement and Terms & Conditions at the point of account creation and application. SGNIC will review your application and if your application is accepted, your Admin user will receive an email notification to prompt you to make payment (within 30 calendar days) for the one-time account set-up fee of S$545 (with GST) in the SSIR portal.
After you have made payment successfully, you may proceed to register the Sender ID(s). Upon SGNIC’s acceptance of your Sender ID registration(s), your Admin user will receive an email notification to make payment (within 30 calendar days) for the listing of Sender ID(s) in the SSIR portal.
Your account application and Sender ID registration(s) will be deemed unsuccessful if payment is not received within 30 calendar days from the date of email notice to make payment.
The one-time account set-up fee for each registered organisation is S$545, and the annual listing fee for each registered Sender ID is S$218. Prices listed are inclusive of Goods & Services Tax. Please refer to SSIR User Agreement, Clause 4 and ANNEX: Fee and Fee Payment Schedule for more details.
